It's not that simple, the Vatican is an elected monarchy and the monarch, i.e. the Pope, has plenipotentiary power. There are set laws that govern procedures and what the monarch can or can't do, but essentially he has all the power. There really is no mechanism to depose the Pope or impeach him as in parliamentary systems.
The most that the Cardinals and Bishops could do would be to call for an imperfect council and declare Bergoglio to be a heretic that has automatically deposed himself due to his error and heresy. The Cardinals do not have the power to depose the Pope, but they can point out that Bergoglio has deposed himself. I supposed they could elect a Pope in opposition to Bergoglio effectuating a schism but doesn't look like they got the balls for that.
Essentially, it belongs to God to sort this out, there is not much the average Joe can do except to pray and meme.
God did sort it out. He moved on. He does that, you know. The nation of Israel was so captured by Satan, that they killed the Son of God. The church in Rome was never supposed to become catholic (universal). There is a universal Church but it was expressed on earth as the church in a city (the church in Ephesus, the church in Antioch, etc). This is what the Spirit set up. However, the church in Rome sunk its roots in the world and became great by being joined to the Roman power under Constantine. Then the RC church leavened the apostles' teaching with idolatry and hierarchy and the evil things of Satan. God moved on with Martin Luther. There are real believers in the RC church, but God's word to them is, "Come out of her, My people (Rev. 18:4)."
