This could be a false story. I believe ontario public school boards are not allowed to keep books more than 7 years before being discarded. The issue apparently is mould and other toxins potentially being caused by handling of the books.
I know ive been allowed to take home books that were to be discarded, so who knows.... Toronto board is large with many students, likely the biggest school board in canada and therefore under constant scrutiny so maybe the rules changed.
Not trying to discredit this story, just saying there could be a policy based explanation for this.
