Twitter was being used by AI bots to digest millions of tweets to determine emerging narratives and to flag millions of "misinformation" tweets. They would then use this info to have tweets suppressed and form counter narratives. The rate limits that Elon implemented hindered their ability to do that ....
During the Rate Limit if you searched for France you got what you were looking for, when you do the same search now that the rate Limits is gone it seems like you get thrown everything and the kitchen-sink that just so happen to have the word france in it, fucking Cardi B visiting france, various k-pop and other accounts with france as a part of the name(including @* * * * * francine_ * * * * whatever), fucking ANYTHING that happens to have anything even remotely like 'france' anywhere in it..............

I have read both theories of Elons motives and both bring up compelling points.
Its almost certainly true that this scraping isnt a new phenomenon but is Sundance correct in asserting that a mere captcha could stop the scraping? Is Elons June 16th meeting with Macron the smoking gun in a conspiracy to limit information? Weve heard that this limit to social media in France is limited but is that true? Id think if it is truly limited in time and scope then perhaps Sundance is a bit too far in the weeds.
As for the rest of the article, I am certain that what he describes as the role of Twitter/Facebook et al and how the US Government was behind that role in the Arab Spring is correct. That lends credence to Sundances theory here.
As always though the fog of war has created an uncertainty that evil hides behind making it difficult to suss out the true motivations and facts. None of this though changes my mind about Elon -- he is to be kept at arms length because none of us know what is happening behind the scenes.
It makes this a very difficult war to fight for the People when we dont know who besides Trump is a Patriot and who is a traitor.
