I think depop is ostensibly indiscriminate as a political or academic doctrine, but the targeted replacement, ethic cleansing, democide, managed decline and other deliberate demoralisation and destabilisation strategies that you allude to, from the perspective of undeclared asymmetric warfare, are certainly real and something else entirely, and only fall under “depop” in the same way that “collateral damage” or “casualties of war” might be considered outcomes of depop.
