I'm wondering what the bracketed "Except 1" means... anyone?
I think it might be a reference to the V for Vendetta graphic novel. I don't see how it fits, but maybe.

I fail to see how the NSA could intentionally choose its start date to coincide with a movie released 70 years later, and also that the CIA was started on a certain date just so it could light some fireworks.

I imagine the White Hats are referring to a very violent, destructive war that the Cabal would try their hardest to prolong and intensify.
The White Hats are trying their best to minimise collateral damage as they dismantle the Cabal's World Wide control.
