It could be, I suppose. It could also part of a larger scheme to undermine the one nation uniquely positioned to undermine any sort of global totalitarian state. Between our military might, our economic position, and our cultural ideology, the U.S. stands in a unique position against any plan to dominate the world.

Of course that position has been exploited multiple times by shady operators to line their pockets, but you get the idea, I think.
