This brings back bad memories for me. Wife and I did therapeutic foster care for many years. We often dealt with the normal abused kids, but usually had the criminals, gang members, and other kids getting their last chance before incarceration.
We had a kid that was used in satanic rituals by a deadbeat family. I think we had him for a few months, but he should've never been in foster care. He needed institutionalization - he was a danger to himself and others.
We were no slouches - we had a ton of training on dealing with most of the issues the kids deal with, but when a young (pre-teen) kid starts talking to the devil and answering himself, throws rages where he turns beet red and has almost super strength, tries to strangle himself with rope or cords, and then passes out of exhaustion - well that takes professionals with other methods of dealing with issues (and extra help).
Ultimately, after having to do a couple of restraints, the treatment team finally put him where he needed to be. Note - restraints are highly frowned upon because they are a quick way for the foster parents or agencies to be sued and/or arrested, and are always investigated. Fortunately I thought ahead and had cameras in the gameroom of my house, and they caught both of the restraint incidents. One of them ended up being used as training for other parents because it was so perfect, and necessary. Both of the investigations proved necessity, and the need for him to be in an institutional environment.
Years later one of our old foster kids showed up at our door with his sister and a baby. She didn't want it and he told her we were looking at adopting (after having our own a few years back). We adopted, and ultimately ended up stopping foster care to keep both of our kids safe and give them their own childhood.
