Those facilities are closer to the Holland Tunnel, rather than the Lincoln Tunnel, as they wires use the routing of old Western Union telegraph lines. W.U.'s headquarters and ops center was at 60 Hudson Street, which was later purchased by AT&T (the original one) and used as their operation center. It's currently an enormous and well-connected internet exchange.
There’s a company right there called “Technical Operations”. They are a staffing company with a specialization in Broadcast Engineering and Audio-Visual technology. At least according to their website.
Technically though I think the entrance is on West 41st street. At least from looking at a Satellite Map.
Did you see the Clinton department non profit in the stretch of building just to the right on 40th street? There’s no actual connection but I thought it was interesting. If you zoom in on the very middle of the photo which is the exact street junction you can see there’s a truck in the road that looks like a red pill. I didn’t notice the red pill connection at first but I did notice it’s the only red thing in the photo and it’s directly where the camera starts to zoom out from. It’s important for some reason.
After the expressway turns west to enter the Lincoln Tunnel, Dyer Avenue is “reborn” at West 40th, where spaghetti ramps can be seen that connect the tunnel to the Port Authority Bus Terminal; only buses use them.

I believe that's where the fiber optics run from NJ to Manhattan and I believe the Atlantic fiber optic line. Wall St brokerage firms get their fast internet connection to do high frequency trading. Even milliseconds in the billions make their profits. So it would make sense if NSA or whatever spook agency can tap into that data from there.
The next frame shows a web of lines connecting major cities globally. Its interesting that focused the frame specifically on that intersection. Since the PABT is overcrowded, some buses pick up on the streets in the area, and drive into the tunnel so that's probably an accurate statement... people watch buses, trains and planes and it's a bit funny...
The bus terminal is owned and operated by the Port Authority of New York and New Jersey, a shared state agency across the two states that also operates the NYC area airports, and the PATH train service (Port Authority Trans-Hudson).
Cars can park inside the PABT (5th through 8th floors), and enter using the ramps as well. Unusually for NYC, it is a self-park parking facility, although it is far too large to have valet service.
