That reminds me of my parents filling in our passports in the 1970s. Both my parents had dark hair, but described themselves as having 'dark blonde hair'. Come off it, I said at the time, my mums is dark brown, darker than chestnut, and my dad's is nearly black.
My dad later explained it was a hangover from when the Germans were occupying the Netherlands. The Nazi ideology was that only blonde people existed in the Netherlands, and dark hair was a telling mark of a Jew.
