Illinois is totally bankrupt. Like tax returns getting IOUs to send people their money at a later date. Every single retirement fund for schools, police, fire, and public service has NO MONEY. NOTHING NO MONEY. they are broke. Now Illinois is a big giant ponzy scheme.
