How does a phone caller prove their identity?

How does a court clerk accept a phone call without proving identity?

This means Vovan and Lexus (Russian pranksters who call western politicians, pretending to be Poroshenko or Zelensky, and get them to say what they really think) could call an American court and change the course of events.
