The personnel in SOCOM are as different from Big Army/Big Navy as night is to day. They begin with very fit and highly motivated recruits, they put them through selection and qualification courses that weed out up to 80% of candidates, and then give them training courses to develop skills that are head-and-shoulders above anything else in the military.
They are also encouraged to think outside the box, with "unconventional warfare" being an actual job description for Army SF. In terms of the types of operations you envision, these are the guys who count. It really doesn't matter what the clerks at JBLM or the truck drivers at Ft. Riley are doing.
As to what they're actually doing or prepared to do -- who knows? We would only learn about it after the fact.
