So, it's someone (a little one) who believes in Jesus, and it's those who cause them to stumble. Stumble how? Context indicates: in their faith.
Moreover, Jesus says it would be better for them not to do it.
"...it would be better for him to have a large millstone hung around his neck and to be drowned in the depths of the sea."
He's saying that such persons having a millstone around their neck and drowning would be better for them than what awaits them spiritually, due to their disruption of God's work (ie.e interference with the connections people are making with Jesus through faith). "Better" is contrastive, so it means it is better than (thing)
"Woe to the world for the causes of sin. These stumbling blocks must come, but woe to the man through whom they come!…"
So, another reference to stumbling. Stumbling blocks. Ironically, the quotes from Jesus here are talking about people who cause those growing in faith to stumble. This could be done in numerous ways, and obviously includes distorting scripture to mean something else!
We're probably all guilty of this at some time in our lives. Conclusion: take extra care. Connection with Jesus is not to be trifled with.
