Q is referencing Admiral Rogers in that drop. He is talking about the NSA. Rogers was the head of the NSA, and he warned Trump that Trump Tower was bugged. If memory serves he was forced out by Obunghole because of that unauthorized meeting.

Rogers is very likely part of the Q team. He has kept a low profile during all the chaos.
