The ME is the us and the I'M is the we.
I believe Trump is now conveying that The People have solidified a position of power and WE are now on the offensive.
It looks like Trump is signaling that society has reached a level of optimal skepticism of the ruling class that we are now moving to the next phase.
He wasn't threatening anybody. He prefaced his statement with the word "If" so that is not a threat. That is conditional on the Dems doing something to Trump first, therefore it is not a threat. It's a warning that he will defend himself only if they do something to him first. That is not a public threat.
