Like, say... Releasing a non-threatening virus, playing up the fear, getting people to inject themselves with a vaccine that may or may not kill or maim them, then release a second wave of virus to target the people who vaccinated / didn't vaccinate, stoke the flames of fear, and watch with laughter.
These people have sick minds and a blank check; always a troubling combination.
