I understand that the act abolished the cities of Washington and Georgetown and made a consolidated government for the entire District of Columbia, but how exactly does this affect the rest of the United States, let alone turn it into a business corporation?

It seems so alien because it was never taught in schools. It's like finding out your wife belongs to her relatives and you are only the husband on paper as long as you continue to pay taxes. WTF. OH and your children are " wards" of the state. Making them state property.
