Hes explaining how President Trump COULD BE "Commander-In-Chief". There is NO WAY to know whether he is or he isnt. We may never know.

Guessing can be entertaining and can help keep ones mind in tippy top shape.

However, conflating guesses with proven facts, especially if the guesses are based on facts, is something Q warned against.
