Definitions;

'Duly' means "properly" or "appropriately." When something is done duly, it's expected, and it's considered proper or right.

'Legally' In a way that conforms to or is permitted or required by the law.

Biden is neither...and so by omission, commonly known as half truths this guy's 'word salad' speaks for itself...
