It's Weiss.. ( don't trust him ) The whistleblowers said Weiss was a big problem in the original investigation.

'Special Counsel'? They spelled 'Guardian of the Pedophile' wrong.
I don't know anything about Weiss, but Garland wouldn't have picked him unless he was as filthy dirty as the rest. IMHO of course, but I know it's true.
