Usually they push things at a slower rate so people don't notice as much and resist.

I agree, if this were "normal" times but (they're) getting desperate and (their) plans are being rushed. Same thing happened when Trump rolled out "Operation Warp Speed", he made (them) change (their) timeline and ruined (their) plan.
