My guess on this, is this document is the charges being presented to today's grand jury.
If you remember the case was developed under an investigative grand jury. That jury issued a report to the prosecutor I believe. But they did not have the authority to vote on charges. They could recommend charges. And apparently they did.
If you look at the screenshot, the numbering is odd, not consecutive.
It goes up to 39. My guess, total speculation here, is they presented 39 possible charges to that original grand jury and they then recommended the 13 listed here.
My first thought, was the gaps from 1 to 5 meant 4 charges of the first crime, then a new crime with 4 charges....but that doesn't fit the language to me.
