I read through the entire proclamation. I did not see any areas of concern. There is no mention of eminent domain or the use of privately owned lands. The significance of this proclamation seems to lie solely on streamlining the review/permitting/taxes and regulatory fees of new construction to reduce the onerous processes of building in Hawaii. Apparently the average increase in costs for new construction were an average of $233,000 added to the cost of new projects. This was determined to be caused by the regulatory process and was cited as the most costly and onerous process in the US. If someone sees something that I missed, please let me know.
