If I had to guess. The city government probably wanted to eliminate the Police Force from the start. But also didn’t want the bad publicity. So they held out long enough for the Cops to get fed up and resign. And they’ll make a show of trying to negotiate. But it will ultimately come to nothing.

I know and understand it is a very small town. Corruption maybe? I hope residents are armed.

Minnesota is actually a lot redder than most people think.
Take away Minneapolis/St Paul and the idiots up in Duluth (mostly union fucks), and it's a pretty conservative state.
