I don't live in CA, so take this with a grain of salt. But I was told that the high speed rail was planned to run right through paradise. When this narrative started gaining traction, Snopes came to the rescue saying that this was absolutely false, so I automatically believe that there must be some truth to it.
Wen you think about it, insurance companies are in it for the profit. If the land was considered high risk, they would just just charge more for the policies and rake in the cash like they do for flood prone areas. After all, they still offer insurance in New Orleans even though we all know that it will be flooded again, and again, and again forever.
The high speed rail system is/was suppose to run from LA up through the Central Valley areas (San Joaquin, Sacramento) to San Fran., far south of Paradise, CA.
Paradise sits on a hill top in the Northern Sierra Mountains with deep ravines and canyons on most sides and this was why many people got trapped, basically one road in and out. The fire raged up the canyons to the hill top town.
The fire was started by a downed PGE power line due to high winds.
High winds, canyons and fires can be a terrible thing in the mountains.
Just like in the paradise fires.
I saw a video that the Paradise fires hit the areas which they plan to be "No Human", only animal parcels of land. What a coincidence.
