This statute has been substantially the same since at least 2015 - https://web.archive.org/web/20150809000747/http://www.capitol.hawaii.gov/hrscurrent/Vol03_Ch0121-0200D/HRS0127A/HRS_0127A-0012.htm

The latest addition seems to be subsection (d), which, judging by the footnote, was added in 2022 sometime and allows for media access to affected areas.
