Tulsi Gabbard says that the excuse for not sounding the siren is bullshit because if it's a tsunami they get a warning days ahead and that didn't happen which means the citizens would have known that. Therefore, that alarm sounding could have saved lives and the people would have known.......

Where was he? -Hawaii has a highly sophisticated alarm system because of their proximity to hurricanes and natural disasters. -They are smart enough to know what disaster is on the horizon.
