My mistake for not being clear, edited it to include "different %s for different states, with each state's specific % reflected within each county in the state". (They made it obvious to analysts who actually looked at the county-by-county data, but not to the average person who only looks at statewide totals and sees that each state has a different overall %.)
There's cheating in every state, but these ones cheated the most in 2020 and most likely 2022.
