You fix the problem, you don't create new ones. You enforce the laws regardless of skin color instead of giving harsher sentences to one color or no sentences at all if you're a "protected" color. You enforce the laws regardless of status.
You create stricter requirements to be a media company, outlawing propaganda entirely and bringing harsh penalties when found to be deliberately using your platform to lie -- this bit can only happen after the government is fixed. Thanks, Obama, for getting rid of the propaganda law that makes this harder.
You gut Congress and purge it of the people actively destroying this country. You remove people in positions of power who are committing sedition or treason.
The way for this country to heal is to expose and purge the sickness.

Let's look at some other recent examples where intentions lost their way and created this same problem?
#MeToo. Victims started exposing their abusers, and then it eventually became accusing other people of being abusers with no recourse, and then suddenly everyone was coming out claiming they were raped because three weeks later their friend told them that it was bad sex so they were raped.
The race war. There were actually crimes committed against blacks of a bygone era, now it has been inflated to the point where blacks of this day and age can unperson you with the accusation of racism even when you aren't. They can freely kill you and walk away.
McCarthy's campaign against communism (though he was right at the time, evidently) was derailed, made a mockery of and used as an example to treat the right, or people critical of communism in general, as awful people even as far as having a phrase for it (McCarthyism).
There are a lot of other examples even recently we can point to where it is a product of over correction from one side or another.
