They didn't want overpopulation as they are islands and for ownership of property they wanted you to marry a Hawaiian. The governor is a big question mark. Hawaiians are beginning to question everything including if being a part of the United States has any advantage to them at all. Hawaii became a state when their kingdom was overthrown. Hmmm. The US sent BlackRock there for their banking and just did our worst there. So they were strict about their space as it's not very large.
