If it's up to city leadership, how can they guarantee a mayor will be receptive to their program in the year 2030? Wouldn't elections possibly change the outcome unless of course they control elections.

There are no fair elections. Even if someone squeaked through that wasn't a sell-out, threaten them or their family, they will agree to anything. The system is corrupt.
