I imagine the DEWs there are for taking down ICBMs and long-range bombers and hypersonic missiles. Could be used for taking down satellites, too. Not sure they can point "down" far enough to hit something so close on the ground, though. Would need a rebound target, but ....
Just weird there happen to be 2 dew bases in the US and one happens to be Maui. Doesn't prove it but the coincidences keep adding up. At least it's a possibility and it wouldn't be hard to have a relay unit or truck.

One of the things that planes might do in an emergency is dump fuel. It lowers the landing weight. If done at a high enough altitude it will evaporate before reaching the ground. Not all aircraft are able to dump fuel.

Not disagreeing with you. Search images show land-based DEWs being mobile, so a relay / bounce mirror wouldn't be too hard to develope.
