Shouldn't this be "Trumps inmate number is the exact same as one Department of Defense IP address"? I mean don't they have like 175 million addresses?

I mean it's still interesting, but it's not the DoD address, it is one of millions.

It can still be in use and not have a domain assigned. That's just a DNS record assignment.
