organize with a large group of people and shop unmasked en masse. Are they going to kick out 50ish people all at the same time?

Seems to me people are overthinking it. According to our laws here the stores never had any legal reason to insist on masks. The Aldi supermarket chain did kick someone out on one occasion early on and promptly lost the subsequent lawsuit. Maybe it's legally different in USA?
During our lockdowns I just used to ignore the signs and shop as usual, no mask, and only once had even a small passive-aggressive comment.
You are correct.
About half way through many figured this out, the store can offer masks, ask you to wear but can’t force.
Was so funny when a proud non masker would walk around and the customers start freaking out, desk says sorry it’s a mandate not law, all we can do is ask them to. Then they would make an announcement about there being masks at counter if you don’t have one. Ignored.
It’s the poor fucking workers you have to fight for. Forced into long shifts of manual labor with soggy germ infested obstructions over their face.
Most of them are too stupid to loosen the things up or take it off as much as possible and just end up shuffling around all day like zombies struggling to breathe.
Killing yourself to live.
