What seems to be interesting is that Obama never left and is running a shadow presidency with Joe as the face of it.

No wonder Joe is shot, he's taking orders and being controlled by two divergent entities. The reason he is always back home or on vacation is probably to minimize how much white hats can use him for their purposes. The blackhats shove him in his home and tell him to just shut up.
