No imo, that's a typical scene depicting a fox hunt. The person on the horse (in his pink coat as opposed to a black or blue coat the "field" would wear) is either the hunt master or one of the huntsman or "whipper ins" (responsible for bring any of the hounds that aren't with the pack back). Although difficult to see exactly, they look like fox hounds rather than any of the other types of hunting packs, ie Harriers, Bloodhounds or Beagles (typically on foot with Beagles and not mounted).
