....turned off the water.... on an island surrounded by water... and pumps were not put into the ocean for fear of corrosion to the precious fire equipment.

Maui doesn’t own ocean pumps. Never seen a fire fought with a sea pump ever. You need to remember the tax base in Maui is probably less than 100,000 people that actually pay taxes here. I’ll ask my firefighter buddies just in case but Maui just doesn’t have resources like that.
