According to an article I read they are not letting people in or out of burning man. Now why would they not let people out? Did they figure 70k people event is a good place to release a contagious disease and let it fester for a bit before releasing everyone?

I think they were referring to vehicles. They were getting stuck in the mud and blocking the roads.
