I don't know one way or the other, but she would have been immediately prosecuted for violating patient privacy if she recorded. Doesn't matter if someone else sent her in that case.
My comment wasn't about HIPAA when I mentioned the recording. It was just surprising at the time for a recording of what was happening inside the hospitals. Wasn't she in the Navy?
