michael tsarion has a more detailed take. they've been trying to leave earth for a very long time. when they realized they may not be able to leave, they decided to rule it, which is plan b. if they are unable to rule, they will just try to destroy the planet.

they would still go with plan a (escape) if given the opportunity. but agenda 21, great reset etc etc are all about plan b.
