Thank you for clarifying the concept. It seems like the Overton Window in the public realm, as a result of disclosure, may in fact be shrinking, and [they] are trying to stop that from happening. [They] can't...

The public being aware of more concepts and able to discuss them intelligently would be described as "opening" the Overton window or making it larger, not shrinking it.
