From the comments, it appears the Uketards are actively "forgetting" that Starlink was provided by Elon (for free, IIRC) with the caveat that it was to be used for civilian and not military purposes.

If not activating the system at the request of the Uke government is supporting the Russkies, it would follow that it's because the Ukies are using Starlink militarily.
