Those NPCs want nothing more than to watch the world burn. They only feel alive when they're living in fear and screeching for some form of degenerate social justice. They think they're some main character in a hollywood movie where their actions have no consequenses and utopia is living lawlessly in the ashes of the civilization they helped destroy.
