Actually, no, the President of the USA is always a civilian. That way, our military is always under civilian control. It's part of our system of checks and balances.
When Eisenhower became president, he had already retired and was considered a civilian even though he had been a general in the U.S. Army.
That I knew but I thought Trump national guard in his youth? Maybe it was just a military school looks like he has "no former military or government" experience (per wikipedia)
He did go to a military school for a while but I don't think he was ever on active duty as part of the U.S. military. Definitely not while serving as POTUS.
