Curiously enough, The movement of water is least dramatic and least noticeable when the tide is actually turning. When the tide turns from flowing out to flowing in, the least amount of water moves, and it moves the slowest.
It is actually when the tide is reaching midway point, that is, when the tide turned 6 hours ago, that the rushing of the water is most noticeable, and the greatest volume of water is in motion.
What we are observing is not the turning of the tide, but the quickening of the tide. The tide turned 6 years ago, and its slowly been building momentum, more and more and more.
Soon, we will directly observe the rushing of the waters.
Maybe its only at that point that people even notice the tide. If you are unaware that the tide exists, or that it turned a long time ago, then its at that point you see : oh, aha! I guess the tide is turning!
But the truth is, it turned a LONG time ago.
That's the definition of NCSWIC. Once the tide has turned, then its increased pace and flooding are inevitable.
