Foreshadowing.

He (and they) realize that as their crimes are further exposed, they will not be able to walk down the street.

The people are powerful and, once fully awakened and informed, they will not stand for the crimes against humanity perpetrated by the alphabet agencies.

He's trying to muster a protection force for the criminals. It won't help them.
