The only way Joe doesn’t pardon Hunter is because Joe isn’t the President. I’m slowly coming around to the Devolution theory

Presidential pardons can only be given out AFTER the accused is found guilty. Hunter must go through a court appearance, trial, finding, and judgement.....then Joe can pardon him....under certain conditions.

That's incorrect. A Presidential Pardon can be given at any time after the "crime" has been committed.
