Small problem... Haines is not the highest-ranking officer at the NSA. She is the Director of National Intelligence. The highest-ranking officer at the NSA is, and has been since the Trump years, Paul Nakasone.

Good point. Haines didn't serve in the Trump administration and only became DNI under Biden. She wasn't involved in Operation Warp Speed.

Yes, I understand that without OWS, the world would've been locked down for 10 or so years (typical vax development timeline), crashing the economy and ushering in the Great Reset. But if the military "white hats" rolled out the vaccines, why didn't they render them harmless?
I would assume it has something to do with the bioweapons groups within the military being black hat dominated. We weren’t able to entirely control the situation, but we were able to force them to play their cards early. We may have even been able to prevent them from making it more deadly by doing so.
Makes sense that we weren't able to fully control the situation. Doesn't this imply that the NSA/military brought the idea for OWS to Trump as a proposal and he went along with it knowing it was better than the alternative of a multi-year lockdown, and would ultimately give him deniability as it was not his idea when the whole thing unravels? Before now I thought he represented it as his idea, but in hindsight should have known he is just the executive, not the fountain of all ideas.
