It historically wasn’t unheard of but was still not the norm in a lot of cultures until very recently in the timeline.

You couple it with the rise of the modern anxiety they have tried to create around having your natural body hair (especially in the pubic region) and I feel like this is an extension of Babylon’s pedo culture.
