Yes. They offshored shit jobs and profited off the prosperity promise made to China. They're trying to do it again with intellectual property and India. This has failed because ideas don't have supply chains that can be used to keep a face culture in line. China is offshoring to Vietnam and Africa instead of joining the table.

Dignity culture is collapsing. The centuries accident that elevated the peasants is unwinding and there isn't a lot an individual can do about it other than waking people up to class struggles and stoking nationalism to prevent social darwinism from playing out as Western countries get stressed and people adopt the customs of their mass immigrated rather than die on their hills.
